A man in Tracy got into a heated exchange with police officers over his taping of a SWAT training exercise.

Troy Stevenson says he was on his way home when he saw the training, pulled over and took out his phone.

Officers became concerned when he peered into the windows of a van that was part of the SWAT action.  Stevenson maintains he didn’t realize he was interfering with SWAT activity because the van was unmarked, and across the street from most of the action.

In the five-minute video, officers ask Stevenson for his ID, pat him, and temporarily confiscate his wallet and pocket knife before sending him on his way.

Stevenson said he felt violated.

Tracy Police Chief Gary Hampton said an administrative review of the incident was underway to see if officers violated any policies, or state or federal laws.
