The City of Napa is seeking an enthusiastic and highly organized Water Conservation Specialist to join the Water Division of the Public Works Department.  Water conservation is an integral part of the City of Napa’s long-term water management strategy.  The City is committed to reducing its per capita demand through 2020 and beyond to preserve California’s most precious natural resource and ensure local water supply reliability.

Based out of the Water Division office in vibrant downtown Napa, the Water Conservation Specialist will work to continue the City’s great water-saving progress by coordinating a variety of incentive programs and educational opportunities for local citizens, including implementation of a new school education program.

This position is scheduled to receive a 1.25% salary increase on both July 5, 2015 and September 26, 2015.
This recruitment and examination is being conducted to fill one Water Conservation Specialist vacancy, and may be used to fill future fulltime vacancies as they occur during the active status of the employment list. The active status of this employment list will be at least 6 months and no more than 1 year unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules.

TYPICAL TASKS

Under general supervision, performs a variety of paraprofessional technical, administrative, programmatic and customer service support duties for the Water Division related to the development and implementation of an effective water conservation program; researches and compiles information, prepares reports, and assists with regulatory compliance; performs related work as required.
This single position class is responsible for providing technical assistance and expertise in the development and implementation of a comprehensive water conservation program, including conducting field-based water audits and inspections, the production of educational materials, and the presentation of information to groups and individuals. This class is distinguished from Water Resources Analyst in that the latter has overall responsibility for the development, implementation and performance of the City’s water conservation program. This class is further distinguished from Water Conservation Representative, in that the latter class assists in implementing various water conservation programs.
Duties may include, but are not limited to, the following:
  • Develops, implements, modifies, coordinates, and monitors elements of a water use reduction or conservation program, encouraging use of such devices and techniques as high-efficiency fixtures and appliances, leak detection and control, water efficient landscaping, smart irrigation methods, and consumer education.
  • Schedules and performs residential and business water use audits, which may include assessment of leaks, toilets, showerheads, faucets, and other water-using apparatus, irrigation system evaluation, and development of irrigation schedules as appropriate. 
  • Schedules and performs landscape inspections associated with customer incentive programs for outdoor water use reduction. 
  • Ensures compliance with water conservation ordinances through customer contact, inspections and issuing administrative citations under specified situations. 
  • Creates, and coordinates the printing and distribution of, various educational and informational materials, such as brochures, fliers, posters and newsletter articles. 
  • Confers and cooperates with other public agencies and community and business organizations as a representative of the City; makes oral presentations to community groups; represents the City at community events to promote water conservation. 
  • Researches, develops, and implements a water conservation education program for local schools that addresses appropriate curriculum standards for grades K-12, including classroom presentations and field trips to Water Division facilities.
  • Orders and maintains a sufficient inventory of water conservation devices, literature, and other educational materials for use in public information, school education, and water use audit programs. 
  • Maintains records and files documenting work performed, both in paper and computer-based formats; prepares reports, letters to customers, and a variety of internal memoranda. 
  • Assists in the preparation of California Urban Water Conservation Council Best Management Practices (BMP) Reports; assists in the preparation of Urban Water Management Plan and Water Shortage Contingency Plan updates. 
  • Provides direct or indirect supervision of part-time staff; may provide indirect supervision of field staff assigned to water conservation and related activities. 
  • Provides customer service support to the Water Division as needed; responds to difficult customer inquiries and complaints; answers questions and resolves problems. 
  • Performs related duties as assigned.

QUALIFICATIONS

Any combination of experience and education that would provide the required knowledge and ability would be qualifying. A typical way to gain the knowledge and skills is:
 
EXPERIENCE: Three years of experience working in water conservation, water resources, landscape management, irrigation design, or water-related communications or related field. 
 
EDUCATION: Equivalent to an AA degree from an accredited college or university with major course work in physical sciences, environmental studies, business administration, public relations, water resources, landscape architecture, horticulture, or a related field. Possession of a Bachelor’s degree in an appropriate field may be substituted for two years of qualifying experience.
 
CERTIFICATION: Possession of a Water Use Efficiency Practitioner Grade 2 Certification from the California-Nevada Section of the American Water Works Association (AWWA) is desirable. Status as a Certified Landscape Irrigation Auditor (CLIA) from the Irrigation Association is desirable.
 
KNOWLEDGE OF: Principles and practices of water conservation such as the California Urban Water Conservation Council Best Management Practices; Appropriate materials, plants, equipment, and techniques for water efficient landscaping; Efficient irrigation techniques and equipment; Basic plumbing; Household water saving devices, such as high efficiency toilets; Laws and regulatory codes applicable to water supply and conservation; Computer applications related to the work; Methods and techniques for creating written and oral public information programs; Techniques for dealing with the public in difficult situations; Data collection, project analytical methods and practices; Practices of preparing written reports, correspondence and educational materials; Standard office administrative policies and procedures; Basic supervisory principles and practices.
ABILITY TO: Compile and interpret data regarding water consumption and identify possible areas of reducing long- and short-term water use; Conduct water use audits; Interpret landscape designs and building plans;Deal with and resolve customer problems on a group or one-to-one basis; Plan, conduct and carry through various data collection, compilation and analytical studies; Prepare clear, concise and complete written materials, such as educational and informational materials, reports and correspondence; Make effective oral presentations; Represent the City in meetings with other agencies, businesses, schools, community groups, and the public; Make sound independent decisions within procedural guidelines;  Work independently, without close supervision in the office and in the field; Direct the work of and instruct a part-time support staff; Establish and maintain effective working relationships with in-house personnel, the public and outside agencies.

SPECIAL REQUIREMENTS: This class requires the ability to independently travel to various locations throughout the community. Possession of, and maintenance throughout employment of, a valid California Class C driver’s license is required. 

WORKING CONDITIONS/PHYSICAL CHARACTERISTICS: Performing onsite inspections, audits and surveys involves walking over rough, uneven or rocky surfaces and walking for extended periods of time. Driving to these sites and surveys involves sitting for extended periods of time. Stocking an inventory of water resources materials requires carrying objects weighing up to 50 pounds up to 20 feet and lifting arms above shoulder level. Setting up water resources displays requires carrying materials weighing up to 20 pounds over 20 feet. Working with the computer involves continuous or repetitive arm-hand movements and sitting for extended periods of time. The work requires working occasional evenings and weekends staffing water resources displays.

SELECTION PROCESS
  1. Each candidate will be evaluated for satisfaction of minimum qualifications (Pass/Fail), educational course work, training, experience, knowledge, and abilities that relate to this position.
  2. An Application Appraisal (Pass/Fail), will be conducted to evaluate each candidates' application, supplemental questionnaire, and resume.
  3. Candidates who pass the Application Appraisal will be notified to provide information regarding their conviction information history. Under California state law, effective July 1, 2014, government agencies may not ask job applicants about conviction history until after minimum qualifications have been determined.   5. The probationary period is the final phase of the selection process.
Candidates must attain a minimum score of 70% in each phase of the selection process. When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Personnel Director.
Candidates referred to departments for a selection interview are required to sign authorization and release forms authorizing thorough background and reference checks. Failure to sign prescribed forms will result in the candidate not being considered further for that vacancy.
