The Position

The Spill Protection & Citizen Response (SPCR) Program Manager within the Pollution Prevention Services Group of the Bureau of Environmental Services plans, organizes, directs and evaluates the activities and personnel responsible for investigations of illicit discharges to the City storm and sanitary sewer infrastructure, dry weather monitoring (IDDE), regulatory reporting to DEQ, and response to spills, Sanitary Sewer Overflows (SSO) and citizen complaints.  The Program Manager provides direction regarding responses to and enforcement of City Code violations that have impacted the City sewer system. The Program Manager oversees and trains staff, and develops and updates program manuals to ensure that programs are implemented in compliance with federal and state laws and permits.

 

The Program Manager has personnel, administrative and financial management responsibilities for the SPCR program (SSO/IDDE/Investigations/Duty Officer), program staff, and Duty Officers on-call 24/7.  The SPCR Manager reports to the Environmental Compliance Division Manager.
 

Specifically, the Environmental Program Manager is responsible for:

 

·SSO Reporting and related work

·Environmental Complaint Response and Investigations impacting the City sewer systems

·Storm and Sanitary Sewer System Investigations

·Duty Officer 24-hour/7-day Operational Program

·Enforcement of City Codes and Administrative Rules

·Section Management

·Program Development 

·Regional and Inter-Bureau Coordination with regulatory sections to ensure compliance WPCF and NPDES permit requirements

To Qualify

The following minimum qualifications are required for this position:

  1. Knowledge of advanced principles, theories, methods and techniques of water quality and environmental protection, and related local, state and federal laws pertaining to the Clean Water Act and NPDES permits.
  2. Knowledge and experience planning, assigning, directing and coordinating a variety of functional aspects with overlapping work areas, including goal setting and program development and implementation.
  3. Experience in developing and implementing goals, objectives, policies, procedures manuals, and other management controls.
  4. Knowledge and experience with principles and practices of budget preparation and administration, and effective human resource management and supervision.
  5. Ability and experience communicating, both verbally and in writing, complex technical matters to both technical and non-technical individuals, and establishing and maintaining effective working relationships with those encountered in the course of work.

Short-Term Disability

Paid Leave
  • 112 hours of vacation each year initially. This accrual will increase over time.
