    A pro-charter school group has given Mayor de Blasio a failing grade, claiming he has not done enough to remove bad teachers and is going down the wrong path by merging smaller schools into large ones.

A pro-charter school group has given Mayor de Blasio failing grades in his efforts to improve city schools, according to a new report.

StudentsFirstNY, outspoken critics of the mayor, issued a four-page report Tuesday saying he has not done enough to remove bad teachers, refuses to embrace charter schools and is going down the wrong path by merging smaller schools into large ones.

Even his plan to bring social services and community engagement to schools doesn’t work because it ignores instructional quality, the group charges.

Education officials said the mayor has laid a new foundation to improve education with universal prekindergarten and more resources for troubled schools.
