Rankings mover of the week: CiCi Bellis (up)

   A world ranking of No. 368 might not sound all that impressive.
   Except when you were No. 1,294 the previous week.
   Such is the case for CiCi Bellis in doubles.
   The 16-year-old amateur from Atherton in the San Francisco Bay Area skyrocketed 926 places in the rankings by winning the $100,000 Dow Corning Tennis Classic in Midland, Mich., with Ingrid Neel, 17, of Rochester, Minn., last week.
   Wild cards Bellis and Neel, playing in their first professional tournament together, knocked off the top three seeds en route to the title. In the final, they beat No. 2 Naomi Broady of Great Britain and Shelby Rogers of Charleston, S.C., 6-2, 6-4.
   Bellis won her biggest doubles title in only her seventh pro doubles event and first since an opening-round loss (with Jacqueline Cako of the United States) in the Bank of the West Classic at Stanford last August. Bellis lives minutes from Stanford.
   Bellis reached the second round of singles in Midland to improve two notches to No. 217. She upset No. 2 seed and defending champion Tatjana Maria of Germany before losing to wild card and eventual runner-up Robin Anderson of Matawan, N.J.
