A man is accused of impersonating an officer, showing a weapon and keeping a group of people from leaving their car.

Around 9 p.m. Thursday, a Vallejo driver noticed he was being followed by a Dodge van. Once the car pulled into an apartment complex, the van blocked them in, preventing the carload of five people from leaving.

The man driving the van, identified as Jesse Cappel, approached the car and said he was a police officer. He was wearing a dark blue t-shirt labeled as “Police Department” on front and back, according to Vallejo Police.

Cappel then reportedly showed a silver gun and ordered the driver to throw the keys out of the car.

Officers arrived at the apartment complex and were able to arrest Cappel as he tried to run away. They found the silver gun was a replica, and found several other replica guns during their investigation; including a replica assault rifle that officers could not distinguish from the real thing until they handled it.
