Gov. Jerry Brown’s administration says it met its own water conservation goal for 2014 despite early struggles to track usage amid the state’s drought.

Data released Wednesday show state agencies last year cut water use by 23 percent compared with 2013. The goal was 20 percent.

Water savings varied across the state’s prisons, parks and office buildings. Some agencies increased water use.

Brown last year called on agencies to lead in conservation by example. But a review by The Associated Press found few departments were tracking conservation efforts, and many that did were not meeting the 20 percent target.

Since then, agencies have gotten better at tracking water use. They will also have to try even harder to save water: A more recent mandate from Brown requires a 25 percent savings.
