Checkable c.c/promise proposal

I found myself few times in situation that I would like to know if c.c/promise has been delivered already.
Here is my proposal of doing so:

Also I would like to proceed with ticket creation on Assembla but my status is "watcher", I've submitted CA already.

As for the :static: Dunno. I'm not quite up-to-date for these changes. So this was a honest question. What happens if I say {:static true} for a function?
