The sisters of a 23-year-old man suspected of burglarizing and starting a fire that led to his death say their brother was failed by the system.

Modesto Police say Edward Volz broke into a home on Judy Court and started a fire there Friday morning.

Volz was not able to survive.

His sisters say he suffered from severe mental illness, but struggled to find the help he needed. He was homeless, and only occasionally found a place to stay using vouchers from the behavioral health department in Stanislaus County.
