Jim reily is under the NDA with rockstar, should be cleared this week. this week we might get an announcement "new GTA under development" of some sort and not hear anything else till E3 or rockstar might start the hype train early for once.

This makes sense, on the GTA Wiki it says he has a website in GTA IV that is asking for him to be released from Bali which is in Indonesia.

In Grand Theft Auto IV a website exists, at freejames.org, which asks people to donate to his legal fund, after Pedeaston was arrested in Bali. The website only received $23. He had been tried and convicted on October 23, 2003. However, this is not considered canon with the GTA III Era.
