[loco-contacts] New Point of Contact/Leader for Ubuntu Ohio

All,

Due to unavoidable events, the current point of contact/leader of Ubuntu 
Ohio, Stephen Michael Kellat, has stepped down from his position.   He 
has left the duty of point of contact/leader to his three deputies[1].

Stephen Michael Kellat also said that he is leaving the Community, just 
some events will keep him at bay from doing something within the Community.
